96xp rough low rpm eventually fouls out

So after a long winter and $1500 for a full rebuild my 96xp still runs crappy. I am running premix so I thought the low end slouch was from the 32:1 break in ratio. Ran two tanks of 32:1 over the weekend switched over to 40:1. Still ran crappy and eventually died trying to pull onto the ramp. Let it sit overnight. The guy who rebuilt it said change plugs they like to foul out from the thick oil. Switched plugs and still no balls from idle to WOT until about 20mph. Played around and when I would ease of the gas to carve hard and get back on throttle the ski couldn’t even get out of its own way. Came to an idle and tried to take off again and it died. Could get it to start a couple times but any touch of the throttle would kill it. Tried giving some choke and nothing eventually it was just fouled out. Got towed back to ramp and pulled it on by hand. Started up immediately out of water on ramp and had hesitation at first when giving it throttle on ramp then cleared itself out and sounded fine. Pulled plugs they were wet so running Rich I’m assuming. Only aftermarket thing is a tdr waterbox. Not sure if the back pressure is affecting it so I replaced it with stock. Do you guys think I need the carbs rebuilt again already after just three tanks of fuel? Any help would be appreciated. Was going to try and run it with stock waterbox and see if conditions change but would like your professional input before because I don’t want to swim it back if the waterbox is not my issue. The waterbox is not your issue. It's in the fuel system as long as the new motor still has compression. Carbs were done? How and by whom? Pop off? Where are the needles set? Have you tried fine tuning adjustments?
 
Carbs were done. Compression is still even in both cylinders. Not sure how but by the same person that did the motor. Not sure what pop off was. He said he did it to spec. I have not done tuned it. I’m taking it to a shop next week. I ordered a genuine mikuni kit for them to use if need be.
 
Yes but make sure you are getting the correct size needle and seats. You might want to get new springs in the correct weight if yours are in question since the ones in the kits are wrong. You can also get everything at OSD Seadoo.

1.5 needle and seat with 80 gram black springs, remember only buy Genuine Mikuni parts.
