96 seadoo challenger hitting revlimiter at 4000rpm?????

i have a 1996 seadoo challenger 787cc single motor that hits the revlimiter at 4k rpm every time... so far i have disconnected the sensor and ran it just to bypass the sensor and see if it was a bad sensor which it was not. i traced all wired to cdi and everything is good... also off subject but i did check compression and it is also good. please help email me here or text at 5704900751 ....thanks guys
 
We are assuming you are doing this in Neutral. The rev limiter is set at 4k in neutral, but when you put it in Forward, it deactivates it and lets it go up to 7200 or so.

Be careful revving it out of water. Our 2 strokes have a tendency of "taking off" and revving out of control when revved out of water. If that happens to you, you will need to choke it to kill it. Pulling the key won't kill it.
