I have a 96 Seadoo Challenger that just won't get out of the water. I replaced the impeller and boot, and wear ring. I just re-did the top end, sealed the jet drive to the hull, and checked all the hoses and connections. Nothing is bent or damaged or otherwise visibly wrong, but now I am getting an oily residue in the engine compartment and when I punch it from a standstill, it revs up to 7000+rpm but won't move more than about 10mph and takes it's time getting there. What else could it be?

Cavitation that bad is almost always the carbon seal. You can try this... remove the gray cover from behind the engine... and pull the carbon seal back a little. Then, put a blob of waterproof grease on the seal face. If it helps... then replace the seal and it's parts.

ALSO... look at the stainless ring. On some of the mid 90's boats/skis... they used an O-ring to hold the stainless ring in place. If that O-ring gives up... then the stainless ring slides toward the engine, and you loose pressure on the seal.

Finally... some driveshafts have more than one clip position for the stainless ring. If you push the stainless ring toward the transom, and you see a second clip notch in the driveshaft... just put the clip or O-ring in the next spot.
