96' GTX Fuel Surg Issue

When I set the selector valve to normal fuel tank the engine RPMS keep surging between 4500 and 6000, but when I set the valve to reserve fuel the engine runs at full RPM’s. I have already cleaned the fuel filter and replaced the fuel lines. What do you suggest I try next?

clean the selector valve its self and the baffle may be plugged also.. blow them out with some compressed air
