96 gti impeller wont turn

Just purchased a 1996 gti from a couple, they took it into local dealer earlier this year and had a new impeller and wear ring installed, and shop told them engine had gotten water in it and froze bearings to supports, but upon inspecting the engine this is far from the problem, engine was in great shape till shop took apart and did not reassemble. but on to my question, i removed driveshaft and engine spins freely, impeller still will not turn more than a half inch and with great effort to get it to go that far. what could be causing this? could the impeller shaft be bent, or did they not replace the bearing? any ideas will be greatly appreciated. i think the clearance is supposed to be about 3 thousanths but without getting the gauge out it sure does look like the impeller is hitting the wear ring, but i looked up the part numbers of wear ring and impeller and both are correct for this model year gti, so i am kinda confused about why there doesnt seam to be any clearance
