96 GSX wont idle up

Hey guys. I recently had my carbs rebuilt and i took my jet ski out on the water and it wont get past maybe 3-4 thousand rpms. Iam not sure what the problem is. Any help?

It's it trying to die as the RPM's come up... or is something else happening?

Well no it will still run but it bogs down. But every now and then it will let me give it some juice for about 3 seconds and then bog back down.

If u hit the throttle off idle does it jump up to 6 or 7 then bog down? Or does it just not go past 3-4 alltogether?

Well yes it is weird. every now and then if i give it give it lot of throttle it will get to 6 or 7 rpms but most of the time when i give it throttle it just bogs down. and sometimes i can smell like an unburnt fuel smell when i give it full throttle when it bogs down.
