96 GSX only 6.9v to starter

Battery fully charged, Replaced starter, starter solenoid, cleaned grounds, + and - cables new. Pulled plugs. Starter only getting 6.9 volts. Have not checked battery condition yet. Any Ideas? Motor just clicks and spins about 14 revolution at a time. I am new to skis. Thanks for the help

hopefully someone else will answer but I would have the battery tested first. After that maybe try checking volts at the battery side of the solenoid, then the starter side of the solenoid.
