95 Speedter RPM Gauge Help?

I purchased new rpm gauges for my 1995 Sea-Doo Speedster. One of them worked and the other one did not so I tried switching the wires to the gauges and the opposite gauge works now which leads me to the problem being the wiring from the gauges to the engine. I checked all the connections cleaned them and put electrical grease on them and still have the same issue. What's odd is the gauge does seems to work on occasion especially at RPMs over 4000 but it does move a little up and down. Once the gauge drops down around below 4000 RPM's it just drops right to zero and doesn't register anything below that. This would lead me to believe it's not the wiring and more something to do with what's reading the RPMs inside the engine? Has anybody had this problem before and can offer any help or insight on how to troubleshoot and fix? Thank you!
 
That's a new one on me. Normally the gauge either works or it doesn't.

On the Seadoo's... it just taps the charging coil in the stator. I would double check the wires, and check the charging system. It may be indicating that your not putting out much power to charge your battery.
 
I did notice the mail plug that connects to the female plug coming from ARMATURE PLATE, one wire looked like it was over heated. Should I look into replacing this plug and redo the wiring?
When disconnecting the gauges and putting a meter to both sets of wires I did find I had 12 V on the working side and a lower number roughly 11.2 on the nonworking side.
