95 speedster keeps fouling plugs! HELP ME!!!

i just got my new top end into my 95 speedster twin, then took it to a guy to look it over and he found a couple cracked oil lines and 1 oil line completely off which he said is more than likely the reason it siezed up 1 of my motors, hence the rebuild. i took it out for the first time this weekend now and it keeps fouling plugs and i dont know why its doing it. so im gonna take it back to the guy to look at the carbs but the boat will just sit there and cavitate after they are fouled out. i also noticed there is a shield missing on shaft coming out of the motor back to the impellar. when driving it splashing any water in the boat all over the place and im wondering if this could be causing any issues as well. i ordered a new shield today for it but any other help would be much appreciated! thanks guys
 
Sounds like you have a plan.

The seals leak a little... that's normal, and that's what the cover is for. BUT... if you have cavitation... you probably need a new seal. (or seals)

The plugs could be fouling because the oil pump isn't set up correctly. Make sure the cable is on, and it's properly adjusted.
 
hate to beat a dead horse but that exactly what this thing is. the fouling problem is fixed. dealer adjusted the carbs and oil pump. got it back and ran like crap. took it back and had them river test it. the ended up blowing it up. prior to test compression was 140 on each. after they were 140, and 120. one has come chunking out of the top and the other is scored up a bit. this is the motor i just rebuilt the top end on by the way. they are telling me they are thinking something in the bottom end is going out? can someone give me some insight on what my options are here? rebuilt motor? rebuild myself and if so what does it cost to do youself and what parts are needed to do complete rebuild? thanks
