Found my problem. Looks like it took a drink, cylinders and pistons rusty.
Hard to turn over with pipe wrench. Got some penetrating oil in there and started to work up and down. Seems to be getting better, can feel some rust on cylinder walls. Will hone cylinders and keep lubricating. Hopefully get it to where the starter can turn it over and get in running. I dont think there was enough water to do any damage down below.

i think the compression is good..........I just need to crank with plugs out and let all the crap fly out of the engine. I really hear alot of splashing when I had the cylinder head off and turned it over

no drain plug. fill/pour some 2-stroke oil into cylinders, and some down the carbs..(remove airbox assy), to re-lube the case/cylinders, then try firing it, after expelling everything...leave gas selector "off".

remove sparkplugs, ground the plug wires to the post, then crank away, till nuth'n shooting out of plug holes.

yup........once it does "grab/fire up", dont try to give it throttle, let it idle, then "EAXE" into throttle. probably need to remove/clean, the spark plugs a few times, til it eventually "grabs".
