95 GTi high RPMs

I would appreciate information on the following problem... 95 GTi starts and idles fine, however if I 'gun' the throttle, the RPMs rise quickly and stay high, need to hit the stop button or pull the lanyard to stop it. Restarting, the RPMs are back to normal. Any ideas? BTW, this occurs on the trailer.
