94 XP back to life but idling really high. Carb rebuild?

A relative owned this 94 XP since new but it died a couple years ago. They gave it to me. I just replaced the MPEM, added fresh gas and it fired right up.

The problem is it is idling around 4k and seemed to want to increase. Blipping the throttle didn’t make it settle down. I can see the cable moving Just fine. It is smoking like crazy so I am guessing the oil pump works. The hoses were replaced with clear yellow and black ones at some point.

Does this mean it needs rebuilds on the carbs?

Are you running out of the water or in?
 
Ran it longer today. Out of water and about 40 degrees it ran at 4300 rpm for a minute then came down to about 3300-3500. Throttle was extremely responsive. Seem normal?
 
Carbed two stroke "toy" motors usually idle a little high until they warm up then drop their idle speed a hair so this would help explain the change after a minute.

As said, set the idle for 3000 out of the water.

As I asked, is it in or out of the water? You are running out of the water. Put it in and things will be completely different.

You are going to have excellent throttle response since you have zero resistance on the motor. Again, put it in the water and see what happens. You need to be running it around, not on a trailer, to make sure things are right. Idle and low speed checks are ok but you are probably going to see over reving a little if you check wide open throttle on the trailer.
 
You can't go wrong (unless you break something) with doing a good 'ol carb clean.....see what you could be missing?

Yes....this ski was on a trailer in this guy's yard for 20 + years.....
