94 Sea-Doo SPI Will not start.

I have a 94 Sea-Doo SPI and was riding and it went completely dead. When I tried to start it, it just gave a low grunt. I changed the battery and same thing happened. I took the starter out and was able to spin the fly wheel so I believe the engine is not seized. Can someone assist in trouble shooting this issue? I am going to take the starter and get it tested as well. I am mechanically incline but do not know much about jet ski.
 
Since you can spin the engine... yes, it's not seized, but we really can't get an idea of what going on, until you get that starter working.

Have the starter tested... and we will go from there.

I had the starter tested and it tested good I am going to put it back on and need to know what to trouble shoot next.

Be sure the battery cables are getting a good connection. Pay special attention to the ground cable going to the engine. They must all be clean and getting a good connection. Be sure the battery is fairly new and good condition too. If your in doubt have it LOAD tested at like Auto Zone for free. If you have a full charge and it has a bad cell or 2 it won't have the amps needed to start the engine. The Load test will show how it is under load like applying the starter.

94 SeaDoo Finally turned over. But have question?

Latest update: I checked all cable connections and cleaned them. Took spark plugs out clean them they looked good. Spun flywheel and pistons moved smoothly. Put starter back on and double checked all connections and fuses all looked good. tried to start and engine actually turned over and about two gallons of water squirted out on garage floor, but engine did not actually keep running until all water was out. Is that normal for water to still be in there or is that part of the problem i was having before? Please advise. Motor is running now but should I be aware of why so much water came out.
