94 GTX 657, No throttle response in watter, HELP!

Ski will not accelerate/rev up pass 1/4 throttle position, from 1/4 to WOT no acceleration/no rev increase at all, choke does not make a difference.
Compression 140psi both cylinders.
New gas lines, fuel selector valve eliminated, rebuilt both carbs, new plugs and cut wires.
In trailer Ski accelerate/rev up like a champ...

I would appreciate any suggestions troubleshooting the no accelerate/rev up issues in the water.

It appears that the problem got worst over time, what I mean is that at first if you press the throttle at 1/2 position there would be ~ 10 sec lag before the Ski slowly accelerate/rev up to where it should. after about 10 hrs of operation the problem got worst until it reach the its current state where no matter what the throttle position is, it will not accelerate/rev up pass 1/4 throttle.
 
Read the manual, its obviously basic diagnosis. ie: 1. Compression? 2. Gas routeing?
3. Spark occurance.
Do not ride it if its running Lean!

I would recheck that compression.

You are describing a cylinder that is/was on it's way out. Even a bad cyc with oil in it can show a good reading. Since the engine will still start... I would start it, and let it run for 15 or 30 seconds... shut it off, and then take a reading.

If it was the carbs going lean... the engine would just die past the problem point. If it's just not revving up... it's either not firing one jug, or the compression is low.
