91 GT stalling

I have a 91 gt that will run fine out of the water and on a hose, but when I put it in the water it will start and run once, but if I stall it I then have trouble getting to run. If it does start it seems to stall quickly.
A few things about this ski: it has a primer instead of a choke that I believe it came with new. (if this is a problem where can I get a choke assembly). I am also going to be replacing the battery.(it seems to die fast and not hold a charge). Also the previous owner told me that he would start the ski on shore quickly, then put it in the water, start it and warm it up for about 20 min. then he said there wasn't a problem but if he didn't do this it would stall and not resart easily. He told me he bought the ski with the primer installed. What could be causing this and how might I fix it?
 
replace the fuel line from the primer kit (Ace hardware). Get the ski started on trailer, and rev to 5k, with idle at 5k, test w/ meter at battery terminals, make sure its in the 14-ish volts, if in 15 or low 13/12 volts, then your rectifier is junk. Last, pull the carbs and go thru them, at same time, replace the grey fuel lines...o-yeah, do compression test, first.
