Are you getting 2 beeps with the DESS connected? Does it click the starter solenoid? Be sure the battery has a good ground connection. If it beeps and clicks, it might be the starter, pull it and see if it is corroded or needs a rebuild by bench testing it with power and ground from a battery. If it does look for a local starter alternator rebuild company local and ask if they can do it.

More info....

is my starter bad my batteries are good

Not much info but in your subject line, you state, "motor won't turn over with plugs in", so is it safe to assume you've tried it with the plugs out and it will turn over. If that's the case, then your battery is too weak to provide enough cranking amps to overcome the compression stroke or the starter is bad.

If your CS seals at oil RV gear cavity leak oil into the case it compromises starting.
With plugs out, crank engine a min of 30 seconds and if oil then spews out the spark plug holes, let us know.
