717 rotary valve drive problem

I'm installing a used 717. I put the PTO flywheel on to turn it over to set the rotary valve but i hear this clicking noise. When turned over counterclock-wise I can feel the rotary valve shaft stop then spring forward at two points per one revolution. This isn't normal is it? Turned clockwise it doesn't do this.

Bent shaft, broke cog bits. I would advise splitting the cases. That way maybe repairable. Just my 2 cent opionion.

is the motor installed in ski/boat yet? If not, you can remove just the rv assy. Get yourself a 2-1/2 to 3in PVC end cap and drill hole in middle, then find a bolt that will thread into the center of rv gear, use a few washers and now yuo got a rv assy tool to remove it, then at best, try to clean the cavity out/flush out all the debris.

Thats what I was wondering. If I had to disassemble the engine and split the case, remove the crank to get at the rotary valve. My Clymers manual shows a special tool with bolt thru the middle that threads into the valve to put it out after the snap ring is removed.,but it also said to split the case. This engine is a SBT rebuild the looks like its been run some before I bought it. I havn't installed in the ski yet. It looks like in manual pictues that the gear is spring loaded. It feels like the gear must be compressing the spring then popping back.
