2013 Sea Doo GTI 130 SE Brake Plate Stuck

I recently just purchased a used 13 Sea Doo. I noticed on the trailer when I got it the brake plate was down. Didn’t think much of it. Put it in the water yesterday and I could not do more than 6 mph because the brake plate is stuck down covering the nozzle. Any suggestions to try to get it atleast above the nozzle to ride it? Or am I out of luck? Any suggestions would be greatly appreciated

And yes I did test drive it and there was nothing wrong with the brakes or reverse, but when I went to check the gas on the trailer two days ago when I got it home, I noticed that there were 3 more hours on it than when I test drove it
