2008 seadoo rxtx 255 one long beep no start

hey there I have a 2008 seadoo rxtx 255 and I get one long beep and it wont start try to jump solenoid and it just turns over but wont start I took it to the dealer and they tried to reprogram the key and that didn't work so the next day it started out of the blue took the key in and out 30 times and it started everytime but on the ignition wire that plugs into the solenoid I am getting 3 volts on the ground side they told me that doesn't matter but it seems like it should be a ground not have 3 volts just wondering if anyone could point me in the right direction I would appericate it thanks alot

the key is fine, so did you check the entire thing for shorts anywhere? i suspect an electrical short of some kind assuming the key and ignition work fine, however this is from my experience with cars. Im new to seadoo's
