2008 SeaDoo GTI tries to start when battery cables are connected

I have a 2008 Seadoo GTI 155. We recently replaced the starter solenoid and it worked fine for the day. The next time we went to use it it was totally dead. No dash, no beeping or anything. We tested the battery and discovered that even though it was new it was bad. We replaced the battery and when we went to reconnect it, as soon as you touch the battery cables to the battery, it tries to start up. It never turns over just keeps reving like it wants to start. After a lot of research we have narrowed it down to a stuck starter solenoid, bad ground cables or a bad mpem. Any thoughts on where to start?
 
Could be bad solenoid, I would try that first, also mine had a similar issue last year where it would keep pre pumping fuel into the engine even without the key in and turned out to be a bad DES board. Shop said it is rare though so might not be the same problem.
 
Since you replaced the solenoid once, a little testing should be done. See if you have voltage at the trigger wire at the solenoid when you connect the battery wire. If so, then it is being fed voltage from the MPEM. It can be a stuck START button and or a bad MPEM. If no voltage, then it is a stuck solenoid.
