2005 sportster fuel filter change and access cover removal

Hey guys,

I want to replace the fuel filter as part of an overall fluid and filter change on the used boat. How do you remove the access cover under the center seat. It appears it simply turns but I can't get it to move even with gentle persuasion.

Any suggestions?
