2004 GTX Wake Edition Rudder

My rudder just broke off in the water last week and the screw which goes into the rod pivot broke clean off, so i need to replace my rod pivot. The only thing is, is that there is a cover which holds together where the rod is. I want to remove the cover without going to a dealership. i was wondering if anyone had advice for removing the cover. I've added a link showing the diagram. I need to replace number 21 and remove number 26.
