2004 GTI LE Speedometer Issue

Hello all,

I’m having trouble with my paddle wheel speedometer on the 2004 GTI LE. I bought a used wheel since the old one had a broken fin. Read a couple places that you should have a voltage reading of 5.5-8.5 VDC reading when you spring the wheel. I’m not really seeing that, anyone ever work on these?
