2004 SeaDoo GTI LE Speedo barely ever works and cant find paddle wheel

Hello, I have a 2004 SeaDoo GTI LE in which it is very rare for the speedometer to work even when driving on flat waters, my 2004 RXP has a paddle wheel on the right next to the right drain plug, but there seems to be no paddle wheel on my GTI, how does the speedometer read speed. The arrow on the speedometer might spike up once in a while when driving 50MPH but otherwise it seems to always stay at 0, can this be fixed?
 
It has to have a paddle wheel or it will not work. The sensor will be in a slot on the rideplate.
Finally Found it on the rideplate! , I have started the Ski for a few seconds and spun the wheel towards the back of the jetski while having someone look at the speedometer and it always stayed at 0 so im gonna have to troubleshoot if its the sensor or the speedometer (I wish that candoo pro had the option of a on-screen gauge like in the four stroke models)
