2003 Sportster - Tiny hole right under the direction shaft

Hello people!

Totally new in the world of sea-doo and boats in general! Just got a deal on a 2003 Sportster LE but as soon as we put in in the lake it started slowly filling with water. Thought it could the be the drain plugs since the o-rings were gone so I replaced them but it continued. Then we found this hole right under the direction shaft:
(We put an orange lightstick through it for demonstration purpose..)

What the heck is that for? Am I supposed to have some kind of bolt there? Should I just fill it with silicon and forget about it?

i believe your model is wrong....they did not make a 2007 sportster LE. the last two digits on your vin indicates year. (black tag on the transom usually on the right riveted to the transom.)
 
Things that exit through the transom are the steering cable, reverse cable, speed sensor wire, water line that goes from pump to engine to cool the engine, and water lines (pissers) that indicate cooling system is working.....i am trying to think if there is anything else. Are all these functions connected and work that i mentioned?
 
Tried to have a run but turns out the engine was hydrolocked after being sunken for a couple of nights so I'll try to fix that first. Meanwhile, seems like my silicon solution fixed the infiltration problem. Let's see tomorrow..
