2002 RX Nozzle bolts (4x13mm bolts)

So,

I downloaded a bit of the service manual for this Seadoo so I could change the oil following the directions.

When it came time to put the nozzle back on, I can't get the bolts to "torque" to 16ft/lbs like the book says. (16 for plastic and 18 for metal). This one is plastic.

I haven't taken it back apart, I in fact, just ended up "confirming" they were snug with a normal ratchet and used the Seadoo for 4 days. I checked the bolts twice and the bottom left one was "loser" than the others. Both times I checked I snugged up the bottom left one.

Before I take this thing back apart, my question is, is this a common thing? I know the nozzle itself is plastic but the bolts screw into metal nuts "molded" into the plastic. Do those nuts "slide" and have I just not gotten the nut to slide all the way into where it's seated correctly? The bolts do NOT feel stripped and the unscrew normally, but with a 3/8" torque wrench that goes down to 5ft/lbs -> like 80ft/lbs. Set at 15ft/lbs I get scared and quite before they will torque.

Not a huge fan of plastic and torque values :-) and this is my brothers Seadoo so I would prefer not to break anything.

I'm just looking for a bit of insight as to what might be happening before I pull the nozzle back off and start looking
