2002 GTI Bogging and then surging

Hi, in the past I had this problem of bogging and surging then repeating and couldn't use the seadoo.Then my local dealer fixed it after a repeated attempts to repair by another dealer. I was told by the guys that fixed it, it was my water intake that was clogged. After they repaired it I haven't had a problem for over four years, last year my college aged kids had it at the lake and had the same problem again at the end of a long day. they were in shallow water and got either weeds or sand possibly in there. My dealer who fixed it before has moved out of town and just the guys who couldn't solve the problem previously are left. Does anyone have a clear practical solution on how to clear out the intake? I looked underneath and got some weeds out but don't see anything else. Is the intake under the GTI through the grate? Just a carpenter asking ,Thanks
 
Water intake is in jet pump where the venturi is smallest, aft of impeller. Just a bunch of small holes on one side. Starting engine and flushing with garden hose reverses flow direction and may flush out debris. Do you flush cooling system after riding? Good practice to keep it clean.

However, another possibility is that it is very common for the old grey Tempo fuel lines to rot on these skis, perhaps due to ethanol in our fuel now. Thes fuel line rot clogs up the internal carb filters and causes the same issue, engine boggs on higher end of throttle range.
