2000 xp 951cc not starting

i recently bought a 951cc xp with a seized motor. I have since re-built it, it turns over really fast and has lots of compresion. I pulled out the plugs to see if they were sparking and they were but not alot?
also when i bought it off the guy he told me it had a microtouch in it. What do these do? can they adjust the timing or what?
Any help or advice would be very much appreciated

Pull your fuse's, check and replace. The injection fuse may be blown or corroded. As was on mine.
Lets know the outcome.

microtouch will allow it to rev higher. Pull the plug boots off and clip 1/4in off wire, and check and clean all your grounds/connections.
