2000 rx vts issues ( who wants a challange )

I HAVE THE MANUAL I HAVE READ IT IT TELLS ME NOTHING...i just got the ski did the carbs and all the fuel lines,now on to the next one. well the vts is not working,i started looking into it. 1: it was unpluged, plugged it back up then the fuse popped.so i looked some more 2: the vts housing was full of water,so i pulled the motor out tore it apart cleaned and dryed it out.... it works when hooked streight to a batt. put it back in and when i push the up and down switch you can hear the relay click on but the nosle will not move. so i went to the back and everything is free to move at will.3: the black sealed box on the back of thr vts houseing.... what does it do and how do i test it?

Just because you can hear the clicking, doesn't mean the module is any good. Chances are... when the motor froze up, it cooked the contacts in the relays.
