1999 GTX RFI Water Inlet Grate Removal

I'm laying under my '99 GTX RFI and I see a plastic bag and rope wrapped around the shaft. Looking at the inlet grate I see two bolts toward the front. The rear appears to be hinged onto the ride plate. I removed the two bolts, hoping the grate would swing down and I would be able to reach in and remove the debris. The grate didn't budge at all. What am I missing?

Just give it a sharp rap toward the front to the ski, it that doesn't work use a small block of wood and a hammer.

Does that mean it is indeed on a hinge?

No it just slides in the slots.

There is also probably sealant holding the front part of the grate to the hull.
