1998 xp New Battery no beeps hit start button solenoid clicks jump solenoid no crank

I got a 1998 sea doo xp limited off a relative last fall that he did not want anymore. I put it in inside heated storage with the boat over winter and finally had time to get it out.

I began by putting a new battery in the ski which reads 12 volts. Put the key on it received no beeps. Pressed the start button and can feel and hear the starter relay click. Tried jumping the solenoid with a screw driver just sparks motor does not turn over. I checked all fuses on mpem and front ignition box and they are all good. My guess is the starter is tied up from here but wanted to get a second opinion before proceeded. Any help would be great. Just don't want to bend over at a dealer if I can help it. Im located in Toledo, OH.

Will the engine turn over by hand? If not remove the plugs and try by hand... or put a rag over the plug holes and try cranking.
 
Pull the plugs and I am betting it will be full of oil...

Common issue when they sit for a season...
 
What is the best attempt to turn it by hand. From the rear of the ski or front between gas tank and black plastic piece

Your ski might have/probably has a plastic cover over the PTO, usually held on with plastic wingnuts. After removing the cover and the spark plugs turn the driveshaft and/or PTO flywheel with your hand.
