1998 GTX Gauge Issue

The speedo and fuel gauge on my 1998 GTX limited does not work. The digital multi gauge works although I cannot change any settings like time etc. on it. I can only switch between the display options. My gauges keep stating 12v low even though I have a new charged battery and it continually beeps at me.

I read the float could be the issue for the fuel but any idea for the speedo and 12v low? I'm not sure if these are all related or all have simply failed.
