1998 GS Surging Problem

Ski runs great when it's first started up. For about the first 10 minutes I can't make it do anything wrong. After a few minutes it starts to surge. What I mean by that it is ...
if you give it 1/2 trottle it will run good for 4 seconds, stall a little, run good for 4 seconds, stall a little over and over. I turn it off and it restarts fine. It idles good. IF you give it wide open throttle it runs OK just seems to lack a little power. Again this is all after it has gotten up to operating temperature.
I have good gas.
Yes, I still have the grey fuel lines.
Brand new plugs.
Breather is clean.
I was thinking of replacing the fuel lines, checking the fuel filter.
However, why does it wait to get to operating temp before it has problems?
That usually indicates electrical breaking down with the heat issue.
This may sound crazy and maybe unrelated but on every occasion just prior to the surge problem, while the ski is ideling the back end seems to weave back and forth.
I know it sounds crazy but that is what it does.

I found several threads on this. They all point to changing the fuel lines, fuel filter, selector knob, and cleaning the carbs.
But why does it take so long? Doesn't make any sense.
