1998 Challanger 717 issues

Hey guys i got a 98 challenger boat with twin 717 engines,one engine runs great and the other i had ust goten rebuilt.It has new crank,rotary shaft,bored with pistons and all new gaskets.When i try to start the engine it makes a bad cluninfg noise,but when you take the plugs out and crank it over it sounds smooth and quiet.Im wondering if the ring end gap is to tight maybe?Or what else might cause this noise,i had the engine running for about 10 minutes in the water and now it has this noise,also it bacfires and the pistons were both really wet on top liek the head was leaing...thxs
 
Does it make nois while running?

Regardless... if it's a fresh rebuild... I would take it to the shop that did the work. It may be a warranty issue.
