1997 Speedster (717) - help? max rpm 3200

New to forum.
Purchased a 1997 speedster that sat for several years. Problem is that both engines bog down at approx 3200 rpms, max speed so far about 15 mph. Performance at Idle and low speeds works well. Work performed so far to correct problem:
1. Ciphoned out old gas/put in new.
2. Cleaned fuel filters (ones in fuel line).
3. Removed/cleaned both carbs to inlcude small filters in carbs.
4. Installed new spark plugs.
5. Performed MPEM manual Advanced Diagnostic Mode test (Sect 7,Sub-Sect 06 of maual) satisfactory.

Pondering taking out gas tank baffle to clean filter at the bottom end?
Also - cannot find a fuel pump? how does fuel system work? Appreciate any help!!!
 
Timmyboy76/Tony - Appreciate your help. Sorry for delayed reply, can only get boat in the water as schedule/weather permits.

1. The Neutral switch tested good.

2. Adjusted both carbs to 1 1/4 (low) 0 (high) per a previous post by Timmyboy76, saw no change.

However, while testing the boat in the water I inadvertantly got the engines to run correctly at higher RPM by having passenger open the Engine compartment door to take a look inside. When engine compt door is closed, the problems re-occur. Appears that the problem is air flow? Appreciate any insight you may have.
