1997 GTX No bottom end power

Very sluggish on take off until I hit about 5500 RPM's and then it runs very powerful. Any ideas why sluggish at take off? The RAVE valves were cleaned before I got it, but I have not taken them off yet. I've tried to adjust them in and it didn't make much of a difference.
 
Be sure the carbs are clean and adjusted properly. Low speed screws should be at 1 1/2 turns out High speed "0". Be sure the accelerator pump is working at bottom end also. Have you done a compression test to see what the compression is? It ideally should be at 150psi.

thanks for the help I build four stroke race quads but not real up on 2 stroke motors I did run a compression check 120psi on both cylinders, removed rave valves one had a small leak at the clamp cleaned and replaced the o rings i will clean and check the carbs this week
