3000 out the water, it'll drop to 1500 in the water. Since it was off on the throttle cable causing your issue, I'd verify the oil injection pump and see how that's set. Should be throttle plates all the way closed, then 2 turns on the idle screw, then verify the 2 lines on the oil pump are lined up. Also, you don't want that throttle cable too tight, once you get the idle set, leave just little tiny bite of slack in the cable.
Before you take it out on the water verify the oil injection lines are good, for less than $5, you can go to Home Depot and get some 3/32" tygon line that'll work just fine. I use small zip ties, just twist with needle nose to get an extra click or 2 to get em tight. Oil injection line is also available through a vendor like OSD Marine.
Look over the jet pump area also, pay attention to the bailers and the carbon ring/SS hat, my 97' GTX still had the oring holding the hat, Seadoo switched it a c clip later on because they can fail. If that area fails the ski will fill up with water pretty quick.
