1996 Speedster bilge stays on all the time.

I have a 1996 speedster that has a bilge pump problem. Any time the 3amp fuse is in it runs. If I disconnect one wire from the dash switch it still runs, if I disconnect the 2 wire plug from the water sensor along with the dash switch wire it still runs. When I plug the fuse in I can hear a relay on the fuse block making contact. If I pull the whole wire plug from the fuse block under the gauges the relay still pulls in. The only time the relay pulls in is when I put the bilge pump fuse in. I think this is the relay to run the pump but if it activated from the dash switch or water level switch how is it getting pulled in by some other source? Maybe a short in the fuse block?
 
It is the fuse block! I have two speedsters and pulled the fuse block out of good boat and when I put it in the bad boat it worked fine, put the bad block in the good boat and it ran the pump all the time. Fuse block for sure. There goes $130 to the Seadoo Dealer.
 
There is an auto switch, and it's dirty. Clean it, or replace it.

Tried it first! It ended up being a short in the the fuse block, the relay for the pump is on the board and it was shorted somehow. Swapped out the fuse block and she works like a champ. To be double sure I tried the bad block in the other boat and it did the same thing in that boat.
