Hmmm, maybe not the MPEM - I've heard the starter coil is always a good place to start - can you switch the port/starboard coils and see what happens?
I swapped the wire to the coil and it didn't fire. That''s why I suspect the MPEM. I didn't go further than that.
 
Can you humor me and explain your starting sequence and exactly what happens when you attempt to start each motor? Do you get two beeps when you install the key with the shift lever in neutral? There's only one shift lever and yes, it does need to be in neutral to start the motors. If you attempt to start either motor with the shift lever in in "gear," you will get a series of warning beeps. If you're getting two beeps and one of the motors starts, It's not going to be the mpem.
