A 95 is a 2stroke, hopefully that is oil from crank seals or a motor that was fogged more than needed, keep cranking out the oily stuff and pour a coffee spoon of gas into each hole - put the plug back in and see if any hope of starting, do not lose hope, this is very common in the springtime on a older motor, after a few tries you may want to check the compression and make sure if it is a recent purchase the motor was not killed in a former life, NEVER connect a battery chrger to overcome a weak battery as this voltage will destroy the mpem module and these get really hard to find at any price.
