1995 GTX won’t go over 35

Hi guys, new here and my first ski. I’ve rebuilt the carbs, did the fuel line, compression is 137 and 140. New oem wear ring and solas concord 13/21 impeller. Thought the impeller would help but it will not go any faster than 35mph, I’ve read it should be in the mid 40’s. It’s a 95 gtx with a 657x

To be honest I’m not sure, I’ll have to throw a tachometer on it next time I go out. What should the max rpm be?
