1994 GTX rotary valve

Last year my gtx started bogging down in the water. I rebuilt the carbs over the winter and noticed that the ratary valve section was dry as a bone. i have re primed, but my concern now is that it has been damaged due to lack of oil and this was the cause of it bogging down. does this control the "thrust"? if so, how hard is it to rebuild?
 
doesnt control thrust, but does control the opening/closing of port holes as to gas/oil being accepted into the journal area. If carbs are still off, removethe spark plugs and turn the pto while looking at the RV, it should turn while turnin the PTO, if not or "stumbles", then you need to removethe RV assy and inspect the brass gear and the "true" ofthe shaft.
 
Unfortunately i have put it back together. i did not notice it was dry until i had to prime the system. (did not realize it should be filled with oil when i took it apart and put it back together) i thought that it pumped water...? :(
i guess i will have to put it in the water and hope for the best....
