1993 650 XP problems

I have a 1993 seadoo XP 650 XP. It runs fine out of water and at lower RPM in the water but when you go full throttle in the water it Boggs hard and doesn’t have power. I tore the carbs apart and the little filters inside were spotless and the jets were clean. The fuel valve and water seperator are clean and the fuel lines are new. If I cover up the carbs individually it stalls so I don’t think the crank seals are gone but I’m not sure anymore. Any help would be appreciated. also I know it’s a fuel star I issue because when it’s bogging and I give it a prime shot with the primer it puts power in like its supposed to.

Did you rebuild the carbs with new Genuine Mikuni parts?

no I cleaned everything and then put it back together everything seemed fine

Doesn't work that way.

Follow the carb rebuild sticky and replace the parts with Genuine Mikuni parts including needles and seats.
