1996 Seadoo XP 787 Bogging

I have a 1996 Seadoo XP 787, I bought it for $250 last week. It starts up amazing on a hose and can idle all day. For the first 10 seconds it can rev up to 6-7k with no issues, but after about 10 seconds or so it hits a "Rev limiter" around 3-4k. Restarting the motor fixes the issue for another 10 seconds.

The work I have done:
Cleaned carbs and filters
Replaced all fuel lines
Ran the motor on a seperate gas tank and hose, pumped the primer bulb with no change.
Cleaned RAVE valves
Unplugged red wire going into rectifier, no change

Any new to you? Sea-Doo needs the carb/fuel system rebuilt. Look for Mikidymac’s carburetor rebuild, sticky in the front of the two-stroke section. Running it on the hose, only proves that it runs. May do more harm than good, carbon seal damage.
