1990 Sea Doo Bombarider GT

one of my sea doo's hasn't been running in 3 years. i started it the other day and it idled for about 5 seconds and then went to full throttle and hit the rev limiter and stayed there. any suggestions on what could be wrong? im guessing maybe rebuild the carbs?

My guess is the carburetor throttle butterfy bar is stuck up. The little return spring can't ...can't...ugh..........it stuck!
