1800 challenger runs good out of water can’t get past 2k rpm in water

Just rebuilt Carbs on right engine I start it out of water idle 3k good responsive acceleration up to 7k. I plopped it in the water easy start good idle at 1500 rpm if I try to accelerate it instantly dies. Looked at carbs there is no fuel in accelerator pump fuel lines. I tried to prime them by taking off both accelerator jet hoses and sucking fuel through but the fuel barely draws. Is this indicative of a seal leak in one of the carbs? Also I’m doing all of this with open carbs, no air box. Could that be my problem?
