06 GTX 4 TEC bogging

I was helping my brother today take his out the water. It started up OK but when you try to give it throttle it boggs really bad and wont take off. It idles ok though. Any thoughts? Spark plugs?

Plugs and fuel are good places to start....no pun intended.
