03 sportster only goes 40 help please

Recently purchased 03 sportster it runs great except I can only go approx 40 mph I have used boat a bunch of times and it was going approx 50 it's not sputtering it almost feels like it is governed at 7000 rpm any ideas on what this could be engine has low hrs boat has definitely been taken care of 155 4 tec any input would be great thanks.

Have you tried replacing the spark plugs, checked the throttle cable for excessive slack from use?

I'm out of town but I'll give it a shot when I get home.I see you have a Kawasaki 440 is that like an old stand up? I picked up a kawasaki js 440 off of craigslist runs great 100$ thanks again for the advice
