XP Limited Bar Cover

Can anyone tell me if this bar cover (97 XP Limited) is made of the same material as my 95 XP or is it plastic? I know the chin pad is made from vinyl padding. I'm thinking of upgrading to this style but want to make sure it can be painted. I saw someone on here who did the conversion and it looked really good.

Just to add, there is no such thing as a 97 XP Limited. The 97 is just an XP. The 98 and 99 are XP Limited then back to plain XP in 2000.
