will not start HELP!!!

OK I am whipped. I still cant get this GD boat going. Its a 1996 Challenger. The charging system fuse keeps blowing so I have a short right? I have traced all the wires I can find and they all look OK. I did find the wire to the sender that turns the auto bilge pump on had wires showing. I taped them up and it works good. When I plug the lanyard in I get the 2 short beeps. When I press the start button the engine will turn over maybe once and then nothing. The guy I bought it from put in a new starter 2 days ago and also a new battery. He said his mechanic had the boat going. I did pull the starter and it seems to spin freely. Should I get that tested? I don't know what else to try. HELP!!!!!!
 
If it blows the fuse as the engine begins to crank, it may be the stator that has a short. Mine did the same but on a 947. I had to pull the mag housing and vacume out the metal shavings that collect on the stator. There is an ohm meter test you can do on the plug pins that go to the stator to check for a short. See service manual.

I am not saying that is where your short is but that is where mine was with the same symptoms.

What was wrong with the starter? Was it missing teeth on it or the flywheel? That is a source for metal fragments that can short the stator. Of course the short could be anywhere in the charging system including something as simple as a bad ground wire.
 
I do not even get the chance to try to start the boat. As soon as I plug in the fuse it blows. Even with the fuse blown the engine will turn over a little.
